We work closely with research, product, legal, communications, and go-to-market teams to anticipate emerging issues, shape responsible policy outcomes, and advance OpenAI’s mission around the world.
About the Role
OpenAI is seeking an exceptional leader to serve as Head of APAC Growth Markets, Global Affairs. This role will lead OpenAI’s policy engagement, strategic partnerships, and regional campaigns across a portfolio of high-priority growth markets in Asia Pacific, including Southeast Asia and other markets selected based on strategic opportunity, regulatory developments, and company priorities.
Based in Singapore and reporting to the Head of Asia-Pacific, Global Affairs, you will build trusted relationships with governments, regulators, and influential institutions; shape regional market strategies; and help create the policy and operating conditions for OpenAI’s long-term success.
This is a senior leadership role at the intersection of technology, geopolitics, regulation, and economic transformation. You will represent OpenAI externally, help shape AI policy debates and outcomes, and partner with governments and ecosystem leaders to advance responsible AI adoption across APAC growth markets.
Key Responsibilities
Lead OpenAI’s engagement strategy across a dynamic portfolio of APAC growth markets, with priorities refreshed based on market opportunity, policy developments, strategic partnerships, and company needs.
Build and sustain senior relationships with ministers, regulators, senior officials, multilateral institutions, industry leaders, universities, NGOs, and civil society organizations across relevant markets.
Design and execute multi-market campaigns and flagship partnerships that advance responsible AI adoption, strengthen OpenAI’s regional presence, and support priority policy outcomes.
Anticipate, track, and shape legislative and regulatory developments related to frontier AI, safety, privacy, competition, digital infrastructure, and economic opportunity.
Serve as OpenAI’s senior policy and government engagement lead across the portfolio, representing the company in senior-level meetings, summits, conferences, and bilateral dialogues.
Partner closely with research, engineering, product, legal, communications, finance, and go-to-market teams to ensure external engagement strategies are aligned with company priorities and executed effectively.
Identify emerging opportunities and risks early, develop proactive engagement plans, and ensure regional activities are tied to clear outcomes and measurable impact.
Lead and develop high-performing talent across multiple markets, fostering a culture of accountability, inclusion, creativity, and high standards.

We’re Looking For a Blend Of
10+ years of experience in government, public policy, international affairs, corporate affairs, market development, technology policy, or related fields.
Significant experience working across Asia Pacific, including Southeast Asia.
Strong relationships with policymakers, regulators, institutions, and ecosystem leaders across relevant APAC markets.
Proven ability to lead high-stakes initiatives, shape external outcomes, and execute across multiple countries simultaneously.
Experience managing and developing high-performing teams.
Strong understanding of AI-related issues, including safety, privacy, competition, digital infrastructure, and economic opportunity.
Excellent communication, negotiation, and stakeholder management skills.
Demonstrated ability to work cross-functionally in fast-paced, ambiguous environments.
Chinese language fluency or professional working proficiency is a plus.
